Without special problems, you can repair roof defects covered with bitumen tiles.
However, there is a rule here: repair can only be carried out at a temperature above 5 degrees. If there are minor damage on the roofing sheet, then it should be lifted and covered with a layer of mastic or roofing glue. If the damage is quite serious, it is better to just replace the sheet whole.
