Apartments for which ownership is not registered are related to the category of primary housing. Typically, such housing refers to the new buildings market and the designed housing facilities are put up for sale. Apartments in private or municipal property are represented by a secondary housing market. The right to reside in the non -reflected, t. e. municipal, apartments are granted by an unlimited social rental agreement and regulated by the Housing Code.
